Importers and contractors who buy Iranian rebar notice that the market can sit still for days and then move several times in a week. This guide explains the main rebar market drivers in plain terms, so you can see what may lie behind a move and compare quotations more accurately. It is not a forecast; it is a guide to reading the market.
The production chain: from iron ore to rebar
Rebar is the last link in a long chain. Iron ore is upgraded to concentrate and pellets, reduced to sponge iron (DRI), melted in a steel shop and cast into a semi-finished product (billet or bloom). Rolling mills then reheat the billet and roll it into deformed bars of different diameters.
A large part of the cost of rebar is therefore the cost of the earlier links. A change in the cost of billet or raw materials shows up in the rolled product sooner or later. Semi-finished steel is also offered on the Iran Mercantile Exchange; Tehran Times, for example, has reported offerings of steel blooms and galvanized sheet there. We publish no quotations for raw materials or billet; here we only describe their role in cost.
Energy: summer power, winter gas
Steelmaking is energy-intensive, and power and gas restrictions directly limit output. According to Mehr News Agency, Bahram Sobhani, head of the Iran Steel Producers Association, said at a press conference in May 2025 that Iran's annual steelmaking capacity is 50 million tonnes and that power cuts caused the industry substantial lost production in the Iranian year 1403 (2024/25).
The restrictions are not only a summer issue. Vahid Yaghoubi, executive deputy of the Iran Steel Association, told Mehr in the winter of 2024/25 that power limits on mills started at 20% and reached 40% at some plants, and that because most power plants run on gas, cold-season gas limits also hit industrial power supply. When mills produce less, supply may tighten, which can feed through to the market.
Demand: domestic construction and export markets
Demand is the other side. Most rebar goes into buildings and civil works, so anything that changes the pace of construction changes rebar demand. In its Short Range Outlook of October 2026, worldsteel expects global steel demand to stay essentially unchanged in 2026 at 1,722 Mt, and GCC demand to fall by about 11% in 2026 before rebounding in 2027.
Exports matter too: according to the head of the Iran Steel Producers Association, 30% of the steel Iran produces is exported. Regional market conditions are therefore part of the picture for producers, though how much they affect the domestic rebar market at any given time depends on many factors.
Why the same bar size can be quoted differently
Not every difference between quotations is a market move. Much of it comes from the product itself:
| Factor | Why it matters |
|---|---|
| Bar size | Each bar size is a separate product with its own approved quotation |
| Grade | Grades A1 to A4 differ in strength, e.g. A3 (Aj400) deformed rebar |
| Producer | Each mill has its own costs and terms |
| Delivery terms | Ex-works, warehouse and border or port delivery are different products |
| VAT | Do not compare a VAT-inclusive quotation with a VAT-exclusive one |
When a product has no confirmed quotation, we mark it "on request" rather than guess. See all sizes and grades in the rebar category.
How to read a change
- Compare like with like. A change only means something when size, grade, producer and delivery terms are identical. A new producer or delivery point is a different product, not a market move.
- Check the date. Every quotation is valid for its own date.
- Do not guess the cause. Several factors often act together; rely on explanations that a credible source reports.
- Buy to your schedule. Work out quantities per construction stage from the drawings; our rebar buying guide shows how.
Summary
The rebar market reflects several factors at once: billet and the production chain, power and gas supply to the mills, construction and export demand, and the specifics of the product. For a purchase decision, compare today's approved quotation only with the previous one for the same product. If you have a quantity list for your project, contact us for a quotation.
Frequently asked questions
What are the main drivers of the rebar market?
The cost of raw materials and billet along the production chain, energy supply to the mills (power in summer, gas in winter), demand from construction and export markets, and the product itself: bar size, grade, producer and delivery terms. These usually act at the same time.
Will the rebar market go down?
The Ahan Asa editorial team does not make forecasts. Compare today's approved quotation with the previous one for exactly the same product, and plan purchases around your project schedule.
Why do two quotations for the same bar size differ?
The grade, producing mill, delivery terms or VAT treatment may differ. Only quotations for identical products can be compared directly.
How do power cuts in Iran affect steel supply?
Steelmaking is energy-intensive. According to the head of the Iran Steel Producers Association, power cuts caused substantial lost output in the industry in the Iranian year 1403 (2024/25), and lower output can tighten supply.
